Launched at COP28 and implemented by the Oil and Gas Climate Initiative (OGCI), the Oil & Gas Decarbonization Charter (OGDC) is a global industry pledge to accelerate the reduction of Scope 1 and 2 emissions across the oil and gas sector. 

As of January 2025, OGDC brings together 56 companies with assets in 104 countries, collectively representing approximately 45% of global oil and gas production. Signatories aim to achieve net-zero operations by or before 2050, near-zero upstream methane emissions and zero routine flaring by 2030, and public disclosure of 2030 Scope 1 and 2 emissions ambitions. 

Signatories also recognize the need to report on progress in accordance with internationally recognized frameworks, sharing best practices to reduce emissions, and investing in the energy systems of the future.    

In 2024, OGDC completed the industry’s first large-scale climate performance Baseline Survey, with 89% participation. The data, anonymized, aggregated, verified by a third party, and aligned with Charter commitments, lays the foundation for transparent reporting and continuous improvement. In 2025, the OGDC will apply the OGCI Reporting Framework as the basis for its reporting, providing comparable, credible data through transparent, accountable reporting.
