SANDIPAN LASKAR is the global risk and HSE Technical manager for Occidental Corporation based out of Houston but presently in an expatriate role in Oman, where he manages different elements of process safety management program including process hazard analyses (PHAs), mechanical integrity (MI), management of change (MOC) and perform process safety management (PSM) audits, emergency relief systems (ERS) design and facility siting studies for all PSM covered chemical/hazardous waste management facilities operated by Clean Harbors. His fields of expertise include combustible dusts, flammable liquids handling, equipment design, process optimization and development of overall process safety management (PSM) program. He has more than 10 years of industry experience in chemical, petrochemical, petroleum and refinery processes, and has worked in process engineering, project management, process design and development of safety programs for upstream and downstream facilities. He holds a B.S. in petrochemical engineering from Pune University, India, M.S. in petroleum engineering from University of Houston and M.S. in Chemical engineering from Illinois Institute of Technology. He has published more than 15 papers in conferences and reputed journals. He is a certified safety professional (C.S.P.) and is a member of AICHE, American Society of Safety Engineers (ASSE) and Society of Petroleum Engineers (SPE).
